Promote safety and effectively end COVID 19 and any of its variants;

By the Power Vested In Me As Governor of Mesa and by the Constitution of the State, it is hereby declared that - Schools and Learning Centers, are hereby closed until further notice and are required to transition to remote learning by 14 days of the publication of this Executive Order which makes the deadline December 4, 2021.

Whereas,

The Governor Of Mesa is duly obligated to provide for the citizens of the Great Of State Of Mesa, and;

Whereas,

Health Care has been slowly become more and more expensive, and;

Whereas, 

The State Of Mesa has improperly responded to the lack of health coverage for members of the public unable to afford doctors visits and services;

By the Power Vested In Me As Governor of Mesa and by the Constitution of the State, it is hereby declared that - The Governor Of Mesa, Gov. Kirk Paul directs the Director Of The Mesa State Department Of Health to find a solution to the high prices for Health Care Coverage and to create a sustainable and affordable health care system for all Mesians. The Health department must provide a solution by the deadline of June 5, 2022. Failure on the State's Department to find a solution by this date will result in a shutdown of the State Government To Focus On A Solution.

The Novel-Coronavirus of 2019, has affected Mesians since it was first reported in the State back in March of 2020, and;

Whereas, 

The State Of Mesa's response to COVID-19, has been successful at slowing the spread of COVID-19 and its Delta Variant, through the use of Executive Action, and;

Whereto, 

Further prevent to spread of COVID-19's newest variant, which was first reported in Mesa on December 5, 2021 and prevent the loss of life of Mesians Statewide.

Now, Therefore, 

I Kirk Paul, Governor Of The State Of Mesa, hereby orders the implementation of State Mask Mandates For Every Single Mesian, where the Six Feet Social Distance is unobtainable, and when and where in public places, where large groups congregate and perform essential activities.

The ongoing COVID-19 Pandemic has forced schools to remain closed for the rest of the academic year, and;

The State has attempted to give Mesa Schools the option to receive funding to allow them to continue to provide ALL students with the tools, resources and electronic devices they will need to continue their at home instruction and;

Whereas,

The State of Mesa has provided such funding for the duration of the school closures and continues to plan on providing the emergency funding.

By The Power Vested In Me By The Constitution Of The State Of Mesa and As The Governor Of The State Of Mesa, I hereby order that from the date of this Executive Order on this day, the 25th of March in the year 2022, the State Of Mesa orders that Mesa School Districts continue to receive emergency funding in an effort to allow districts to keep providing tools, services, electronics to students.

The State Of Mesa has been dedicated to keeping the citizens of Mesa safe from the COVID-19 outbreak, but in a reasonable manner, and;

Whereas,

Such actions have been in the making for the past 5 months, and with serious health monitoring and data collection, and;

Whereas,

The State Of Mesa has been under COVID-19 restrictions Statewide for the past 26 months, since the COVID-19 pandemic became active in Mesa.

Whereas, 

The State has successfully managed to reduce the outbreak by 98% within the state, and;

Whereas, 

The citizens of the State of Mesa have been complaining and advocating for the State to return to normal and;

Whereas,

The State wants to lift ALL COVID-19 restrictions;

Further,

By The Power Vested In Me By The Constitution Of The State Of Mesa and As The Governor Of The State Of Mesa, I hereby order that from the date of this Executive Order on this day, the 24th of April in the year 2022, the State Of Mesa orders that all COVID-19 restrictions be lifted, effectively immediately and fully.

Whereas,

The Shooting In Uvalde Texas On May 24, 2022, has prompted strong responses to security and safety in schools worldwide, and;

Whereas,

An appropriate response is required in order to keep students in the State of Mesa safe, and;

Whereas,

Parents of Students pose a significant threat to the safety measures implemented by Mesa School Districts, and;

Whereas,

The State of Mesa has reviewed all viable options and safety procedures, and have decided to ban parental entry without permission from an Authorized District Personnel or an Authorized district official.

Further,

By The Power Vested In Me By The Constitution Of The State Of Mesa and As The Governor Of The State Of Mesa, I hereby order that from the date of this Executive Order on this day, the 30th of May in the year 2022, the State Of Mesa orders that parents will no longer be permitted to access school grounds such as; district buildings, district grounds or any district event, without, written and prior notice to the district, and without approval by a district administrator or authorized official. This policy takes effect immediately and shall remain in place until further notice.

Whereas,

The State Assembly has passed State Assembly Bill 9455, and;

Whereas,

SAB 9455 will enter my desk on Friday June 17, 2022, and;

Whereas,

I plan on signing that bill, and;

Whereas,

The State of Mesa will follow the guidelines and regulations contained therein, and;

Whereas,

The bill will mandate all residents who reside within 15 Miles of Schools within the entirety of the State of Mesa to report any weapons that are registered to, sold to or in possession of any member of the household, and;

Whereas, 

The State Of Mesa is not aware of whom may have a weapon in the homes surrounding the school and;

Whereas,

The safety of school students is our ultimate priority, and;

Whereas, 

The State Of Mesa has limitations due to clauses within the Constitution of the State of Mesa, which prevents troopers from entering homes without a warrant and prevent them from doing a thorough check.

Now Therefore, 

The State will begin having Mesa Highway Patrol actively seeking unregisted weapons, or unlicensed and undisclosed owners and will temporarily suspend the privacy clause of the State constitution which will allow our Troopers to effectively maintain a record of registed gun owners within our State's schools.

By The Power Vested In Me By The Constitution Of The State Of Mesa and As The Governor Of The State Of Mesa, I hereby order that starting on Friday June 17, 2022, until this order expires or is rescinded through a written executive order, the Privacy Clause of the Constitution of the State of Mesa will be suspened. Such effect takes affect. However, the authority of this executive order is vested, and such order should be considered active on this date.

Whereas,

The State Of Mesa has received several reports of severe gang violence, and;

Whereas,

The gang related shooting On June 20, 2022 has made residents of the area feel unsafe and vunerable, and;

Whereas,

Residents of the areas effected by the violence want the heightened security in these neighborhoods, and;

Whereas,

The State Of Mesa's efforts to suppress gang violence and address the ongoing crisis, and;

Whereas,

The State's duty to act accordingly to the gang reports, and;

Whereas, 

The State Of Mesa is prepared to increase patrols in these areas and;

Whereas,

The safety of all Mesians is our state's priority;

Now Therefore, 

The State Of Mesa will require law enforcement agencies around the State to increase patrols in areas where high gang violence is prevelant. These increased Patrols should be made effective as soon as possible to prevent the further spread of gang violence within our State. The Assembly Of the State Of Mesa also plans to increase spending on these increased patrol zones. This executive order will also authorize the immediate deployment of the Mesa National Guard where patrol increases are not possible.

By The Power Vested In Me By The Constitution Of The State Of Mesa and As The Governor Of The State Of Mesa, I hereby order that starting on June 22, 2022, the State of Mesa is requiring State, County and Local law enforcement agencies to increase Patrols in high risk gang violence areas and request the activation of the State National Guard where increasing patrols are not possible.

FROM THE EXECUTIVE CHAMBER OF THE STATE OF MESA

Whereas,

The State Of Mesa, has recently seen an influx of violence attacks on citizens of the State of Mesa, and;

Whereas,

The State attempts to continue to suppress these violence attacks, and;

Whereas,

Such attacks are forcing businesses, schools and other public facilities to close, and;

Whereas,

Residents of the State are concerned and scared to go outside of their homes, and;

Whereas,

The State is responsible for responding to citizen concerns and to ensure that a probable and adequate response can insure that such attacks cannot and do not occur again, and;

Whereas,

The State of Mesa and Governor Kirk Paul have been working to prevent;

Now Therefor, I Kirk Paul, Governor Of The State Of Mesa, hereby declare a public safety emergency on this day, the 8th Day of July, in the year 2022, for the entire state of Mesa from this day until an executive rescinds this executive order or an extension of this order is signed. Whereas,

The recent shooting at the Alden Christian Church Of Jesus Christ has prompted immediate fear for church goers of all religions, and;

Whereas,

The State will not tolerate attacks on the houses of worship that are located within the entirety of the State of Mesa, and;

Whereas,

The State Of Mesa is working to protect these religious houses from further attacks.

Now Therefore, I Kirk Paul, Governor Of Mesa, hereby direct that Mesa Highway Patrol to station troops outside of every single house of worship within the State and increase patrols in the areas where these houses of worship are located on this day, the 8th of July, in the year 2022. This order remains in effect until another order is signed rescinding this one or another executive order overrules this order. The State Of Mesa has been aggressively fighting the ongoing Gang violence and the sale and distribution of drugs, weapons and illegal items across State lines, and;

Whereas,

The Federal Government of the United States Of Jesstopia has recently identified the bombing suspect who is responsible for severely damaging the Nationalist House on July 15, 2022 and injuring several staffers who were in the building during the bombing, and;

Whereas,

The New Shire State Police has issued an arrest warrant for the apprehension of James Ronaldson, and;

Whereas,

The Federal Government has requested a quick and thorough apprehension of Ronaldson and any known accomplices and;

Whereas,

Ronaldson remains in the public and who remains to be a public safety risk and;

Whereas,

The New Shire State Police has requested that all 13 states and their law enforcement agencies aid in the search.

Now Therefore I, Kirk Paul, Governor Of The State Of Mesa, hereby direct the State of Mesa's State, County and Local Law Enforcement agencies aid the New Shire State Police and Federal Crimes Invesigative Service in searching for and if possible apprehending Mr. James Ronaldson and turning over Mr. Ronaldson to the Federal Crimes Investigative Service. The State Funeral is a significant event and traffic and the public may interrupt the funeral and ceremonial activities, and;

Whereas,

The Governor Of Mesa is in charge of the Mesa Highway Patrol, and the Law Enforcement entities encompassed throughout the State of Mesa, and has the authority to direct the Highway Patrol.
